Originally, this grant was established to finance inmates that were incarcerated. Later, the Pell Grant was issued to most anyone with a financial hardship that wanted to attend college, a university, or a vocational institute. Today, the Pell Grant is available to prospective students with a limited income and have not already earned a bachelor's degree from an accredited college/university.

In most cases, you will also be require to attach copies of your financial statements, which will act as proof that you are not able to pay your debts.
